RIGHT MONITORS, HURMA COMMENDS IGP DISU ON POLICE BARRACKS INSPECTION, PLEDGES SUPPORT AND MONITORING FOR OFFICERS’ WELFARE REFORMS

The Human Rights Monitoring Agenda – (HURMA Global Resource Initiative) has commended the Inspector-General of Police, IGP Olatunji Rilwan Disu, for his recent inspection of 23 police barracks across Nigeria and 21 housing projects in Lagos, and for prioritizing the welfare of officers and their families.

The inspection, carried out over the weekend of September 5-7, 2026, focused on assessing living conditions, identifying urgent rehabilitation needs, and interacting directly with personnel. The IGP also announced plans to leverage Police Mortgage, FMBN funds, and private sector partnerships to deliver affordable housing, with a target for occupation of redeveloped Lagos barracks between December 2026 and January 2027.

The Human Rights and Anti-Corruption body in a recent public statement by the Executive Director, Comrade Buna Olaitan Isiak described the move as “a welcome and human rights-based step toward dignifying the men and women who risk their lives daily to protect citizens.”

“We commend the IGP for recognizing that decent accommodation, water, sanitation, and safe housing are not luxuries but basic rights and prerequisites for effective policing. Welfare is central to professionalism, morale, and public trust,” Comrade Buna stated.

He added that, “When officers live in dignity, they serve with dignity. This inspection and the commitment to evidence-based intervention mark a significant shift in security sector reform.”

HURMA pledged its support and technical assistance to the Nigeria Police Force in the implementation of the welfare reforms.

As a human rights organization, HURMA also assured that it will monitor the progress of the housing interventions to ensure:

1. Transparency and accountability in the use of Police Mortgage and FMBN funds;
2. Inclusion of Persons With Disabilities – PWDs among police personnel and their families in the design and allocation of new housing;
3. Compliance with human rights standards and building codes in all rehabilitation and new construction projects.

“HURMA stands ready to partner with the Force to ensure that no officer, including those with disabilities, is left behind in this housing intervention. We will track timelines, quality of delivery, and feedback from officers and their families,” Comrade Buna affirmed.

HURMA called on the Federal Government, National Assembly, and private sector to support the IGP’s welfare agenda with adequate funding and oversight.
